ADMINISTRATIVE ORDER AMENDING THE OGDEN CITY PERSONNEL POLICIES AND PROCEDURES MANUAL.
 
   WHEREAS, the Ogden City personnel policy manual requires amendments to Chapter 5 by adopting a new Section 15.
 
   NOW, THEREFORE, I, Michael P. Caldwell, Mayor of Ogden, as Chief Executive Officer and pursuant to the authority granted me by Section 2-6-1 of the Ogden Municipal Code, and pursuant to the procedures outlined in Ogden City Administrative Policy No. 1702, hereby order that the Ogden City Personnel Policies and Procedures Manual be amended as follows:
   SECTION 1.   Chapter amended. Chapter 5 of the Ogden City Personnel Policies and Procedures Manual is hereby amended by adopting a new Section 15 to read and provide as follows:
5-15: [EMPLOYEE REFERRAL RECRUITMENT INCENTIVE:]
   
A.      [Ogden City employee referral program:] A $1,600.00 tiered incentive will be awarded to any eligible full-time employee who refers an individual for employment as a full-time employee. In order to qualify for the first tier of incentive pay, the referred individual must complete the hiring process and commence city employment; this does not include “conditional” job offers.
   
B.      [Eligible Employees:] All full-time employees are eligible to receive the referral incentive, except department directors, division managers, employees directly involved in community outreach, or those who participate in department authorized recruiting events.
   
C.      [Tiered Incentive:] An eligible employee who referred a new city employee may receive a total of $1,600 in referral incentive, with a tiered payout based on progress of the referred employee:
      
1.      An eligible referring employee will receive $600 upon commencement of city employment by the referred employee. A “conditional” job offer, without actual employment, does not qualify.
2.      An eligible referring employee will receive $500 at the completion of a referred employee’s 180 calendar day introductory period.
  
3.   An eligible referring employee will receive $500 upon the completion of a referred employee’s one-year anniversary of hire.
   
D.      [Procedure:]
1.   An employee wanting to make a referral shall complete an Employee Referral Form. The form must be submitted to the HR office for approval prior to the applicant completing an online application.
2.   The form must be submitted to the HR office to verify eligibility and to track the hiring process. The department director will approve payments to the referring employee upon timeline completions of referred employee.
Employees interested in more information about the qualifications for, and amounts of, recruitment pay are encouraged to contact their Department Director, or the Human Resources Office.
 
E.      [Policy:] For the purpose of implementation and clarification of the above policy, a department may establish a supplementary policy, if it is not in conflict with this policy and is approved in writing by the Chief Administrative Officer.
