   A.   GETS: Most wire lined phones are connected directly to a telephone access provider's network and can be used to place GETS calls. However, a dial tone is required to place a GETS call. If GETS users experience dial tone delays during call congestion, users can minimize delays by remaining on the line, rather than hanging up and dialing again. Remaining on the call prevents interruption of the local exchange carriers (LEC) dial tone queuing process and provides dial tone in turn to the customer who has been holding for the longest period of time. GETS calls can be placed from cellular communications devices that are not subscribed to WPS, however, a GETS card alone will not provide priority on initial access from a mobile handset to the wireless telecommunications networks. GETS users should be able to access GETS through most mobile switching centers (MSCs).
      1.   Making a GETS call:
         a.   Access outside phone line (dial tone) and dial the GETS access number 710-627-GETS (4387).
         b.   Listen for the GETS tone.
         c.   Enter the twelve (12) digit PIN on the front of your GETS card (do not enter # after the last digit).
         d.   Listen for prompt: "Please enter your destination number now".
         e.   Enter the ten (10) digit destination number (omit the 1 before the area code).
         f.   You will hear an announcement: "You are using GETS, AT&T, MCI, or Sprint". GETS will route your call.
   B.   WPS: WPS calls can be made to other cell phones, landlines, and satellite phones. The destination wireless device does not need to have the WPS feature.
      1.   Making a WPS call:
         a.   Ensure you have coverage (1 or more "bars" on the display screen).
         b.   Dial *272 and the destination number and then push SEND, or green button, to initiate the call.
         c.   Network will route call to the destination number. It may take thirty (30) seconds or longer to complete the call during heavy congestion and there may be intervals of ringing and/or silence; this is normal. On most cell phones the screen will display *272 and the destination number.
         d.   If the first attempt does not complete, end the call and retry the WPS call.
   C.   Stipend To Employees For City Use Of Wireless Priority Service:
      1.   Employees who have been issued WPS cards are eligible to receive a stipend to compensate for business related costs incurred when using their personally owned cell phones. (Eff. 3-13-2015)
