§ 116.16 LICENSE REQUIRED.
   It shall be unlawful to sell or offer for sale, or expose for sale, any alcoholic liquor, as defined in § 116.01 of this chapter, within the city, without having a license issued by the city pursuant to this chapter which authorizes such actions.
