This subchapter shall apply to all existing structures as defined herein. At the time this subchapter (Ord. 1971, passed 1-20-1998) becomes effective, the owners of those structures required to have lock boxes shall be permitted a period of 12 months from the effective date of this subchapter to install a lock box as required herein.
