(A) No tree, bush or foliage of any kind shall be so placed, maintained, allowed to remain or displayed upon either public or private property in such a manner as to hide from view or interfere with the movement of traffic or the effectiveness of any traffic-control devices, sign or signal.
(B) All such trees, bushes or foliage are hereby declared to be nuisances and may be removed by any police officer or under his or her direction and supervision.
