(A) The surcharges for capital improvements in and outside the corporate limits of Fairview Heights west of Old Collinsville Road are as follows:
(1) First 8,000 gallons per month or less: $0.19 per 1,000 gallons;
(2) Next 240,000 gallons per month or less: $0.16 per 1,000 gallons;
(3) Next 420,000 gallons per month or less: $0.11 gallons per month or less; and
(4) All over 650,000 gallons per month: $0.09 per 1,000 gallons.
(B) There will be a minimum surcharge to all customers supplied through a five-eighths-inch, three-fourths-inch or one-inch meter in the amount of $0.64 per month.
(C) The minimum surcharge to all customers with meters of larger size than one-inch, as hereinafter referred to, are as follows:

(D) All users outside the corporate limits of either the city or Fairview Heights, Illinois, will be assessed an additional surcharge of $1 for every 1,000 gallons used.
