156.02 DUTIES; RESPONSIBILITIES.
   The Resource Conservation and Recovery Commission shall have the following duties and responsibilities:
   (a)   The Commission shall serve as an advisory panel to Council, and shall cooperate with all other City, County and State agencies which are active in the area of sustainable use of natural and manufactured resources, resource recovery, and recycling and reuse of resources and "waste" materials in general.
   (b)   The Commission shall have the duty of coordinating its plans with the Lorain County Solid Waste Management District, and the Lorain County Community Development Department, and other relevant City and County authorities.
   (c)   The Commission shall also have the power to: advise Council in the implementation of resource conservation and recovery plans; the use, reuse and procurement of sustainably-produced goods; receive and expend funds from the City as appropriated; seek gifts and grants for the City from public and private individuals and agencies; and propose legislative, regulatory, and administrative mechanisms to promote resource conservation and recovery in public and in private. Such gifts, grants, suggestions, and policy proposals may require approval by Council prior to application and/or acceptance by the City.
   (d)   The Commission shall also advise Council and/or other City commissions or committees, Oberlin citizens, and any other interested parties on resource conservation and recovery matters, including the use, reuse, and procurement of sustainably-produced goods to make the City a more environmentally sustainable community.
