121.05 ECONOMIC DEVELOPMENT BUSINESS INCENTIVE PROGRAM.
   (a)   The City of Oberlin hereby establishes an economic development Business Incentive Program in order to stimulate the creation, relocation and expansion of businesses within the City.
   (b)   The Business Incentive Program shall be funded with non-tax municipal revenues as may be appropriated from time-to-time, be under the supervision and direction of the City Manager or his designee, and shall operate pursuant to the Incentive Plan Program Guidelines attached to Ordinance 09-23AC, marked "Exhibit A", and incorporated herein by reference.
   (c)   In administering said program, the City Manager is hereby authorized to negotiate and enter into Incentive Agreements and do all other things necessary and proper in order for the program to operate pursuant to the Program Guidelines.
