(a) Pursuant to Ohio R.C. Chapter 146, there is hereby established the Volunteer Firefighter’s Dependents Board for the City.
(b) The Volunteer Firefighter’s Dependents Board shall consist of five members who shall be chosen as follows:
(1) Two members shall be elected by Council.
(2) Two members shall be elected by the Fire Department.
(3) One member shall be elected by the Board members elected pursuant to subsections (b)(1) and (2) hereof. Such member must be an elector of the City but may not be a public employee or a member of Council or of the Fire Department.
(c) Election of Board members set forth in subsections (b)(1) and (2) hereof shall be held on the first Monday in December. Election under subsection (b)(3) hereof shall be held on or before the second Monday of December. Each Board member shall serve for a one-year term commencing on January 1 following his/her election.
(d) The Volunteer Firefighter’s Dependents Board shall have authority to make all necessary rules and regulations for the handling and processing of claims which may be submitted to it and shall perform all such other duties as may be necessary to carry out the provisions of this chapter and the provisions of Ohio R.C. Chapter 146.
(e) Members of the Volunteer Firefighter’s Dependents Board shall serve without compensation. The City shall provide the necessary meeting place, stationery, postage and supplies necessary for the efficient conduct of the business of the Board.
