(a) Commencing with the year 1973, and each year thereafter, the Public Utilities Commission shall have the responsibility and duty to review the previous annual operation of the Light and Power Department, the Water Division, the Wastewater Division and the Storm Water Utility, operated by the City. In such review, particular attention shall be given to the rate structure, income and expenses, necessary equipment, repairs and maintenance, and the Public Utilities Commission shall submit a written report to Council concerning their review and including specific recommendations on the matters reviewed. The report shall be filed by February 15, 1973, and each February 15 thereafter.

(b) The heads of the respective departments, the directors, and the City Manager shall render all assistance and cooperation necessary in order to accomplish this annual review.
