(a) A building or premises shall be used only for the following purposes:
(1) Public parks, playgrounds and athletic fields.
(2) Public cemeteries.
(3) Public educational institutions.
(4) Libraries, museums and art galleries.
(5) Golf courses, except miniature courses or practice driving tees operated for commercial purposes.
(6) Buildings or facilities erected for public use by nonprofit corporations or associations.
(7) Noncommercial parking lots.
(8) Public streets, alleys and ways.
(9) Activities not detrimental to the use of public grounds such as, but not limited to, the granting of a refreshment concession at a municipal swimming pool.
(10) Such other uses as the Planning Commission may recommend and Council may deem to be similar to those listed above and within the generally accepted definition of public use.
