(a) Improvements Required. The subdivider shall, at his/her own expense, design, construct, and install the improvements required by this Subdivision Ordinance. All improvements shall comply with the provisions of this Ordinance and with the Public Works Standards.
(b) Public Works Standards Adopted. Consistent with the intent and provisions of this Subdivision Ordinance, the Director of the Department of Public Works and the City Engineer shall prepare and adopt such additional standards, specifications, and policies regarding the location and design of improvements as they deem necessary for the proper design, documentation, inspecting, testing, maintenance, ownership, and operation of such improvements. The Director shall maintain a written record of such adopted standards which shall be known as the "Public Works Standards" and shall make copies available to the subdivider.
(c) Conformance with Plans and Ordinances. Every subdivision shall be designed and constructed in a manner in conformance with the objectives of the Comprehensive Plan, in general compliance with the plan for the area in which it is located, in conformance with the Thoroughfare Plan and Public Utilities Plans, and in conformance with Title Five of the Codified Ordinances of the City of Oberlin, the Zoning Ordinance.
(d) Minimization of Impacts. Every subdivision shall be designed in a manner which minimizes to the extent possible the creation of impacts such as traffic, storm runoff, sanitary waste, or water demand which exceed the capacity of the improvements planned for the area.
(e) Suitability of Land. Land subject to flooding and land deemed by the Planning Commission to be otherwise unsuitable for human habitation because of health or sanitary problems shall not be platted for residential occupancy, nor for such other uses as may involve danger to health, life or property or as may aggravate a flood hazard. Such land within a plat shall be set aside for uses appropriate to existing conditions of the property.
