"Street," means a public right-of-way which affords primary means of access by automobiles and pedestrians to abutting properties.
(a) "Arterial street" means a street which is used primarily for fast or heavy traffic.
(b) "Collector street" means a street which carries traffic from minor streets to the major system of arterial streets and highways, including the principal entrance streets of a residential development and streets for circulation within such a development.
(c) "Local street" means a street which is used primarily for access to the abutting properties.
(d) "Cul-de-sac" means a minor street having one open end and being permanently terminated at the other end by a vehicular turn-around.
(e) "Boulevard" means a street having the opposite lanes of traffic separated by a median or park strip.
