1147.04 EXAMINATIONS.
   (a)   Application and Fee. Except as otherwise provided, all applications for examination shall be accompanied with a fee in such amount as provided by ordinance, which shall remain the property of the City whether the applicant passes the examination or not.
   (b)   Scope. Applicants will be examined by the Housing Renewal Commission to determine their knowledge of the rules and regulations governing the installation of electric wiring, devices, appliances and equipment as set forth in the statutes of the State, the laws of the City and the National Electrical Code, and to determine the general qualifications and fitness of each applicant for executing the class of work covered by the license applied for.
   (c)   Failure to Pass. Should an applicant fail to pass an examination by not obtaining a rating thereof of seventy percent or higher, the applicant may be re-examined upon submitting an application in writing, accompanied with an examination fee in such amount as provided by ordinance, after a period of six months has elapsed.
   (d)   Issuance of Certificate. Examinations may be oral or in writing, and a complete record of each examination, whether oral or in writing, and the grade received thereon shall be kept on file at the office of the City Manager for a period of one year after the date of the examination. The City Manager shall grant licenses and shall issue certificates therefor, to those applicants certified by the Housing Renewal Commission, provided that in every case the license shall not be granted until the prescribed fee has been paid.
