No license and certificate issued in accordance with the provision of this chapter shall be assignable or transferable. Any license may, after hearing, be suspended or revoked by the Housing Renewal Commission if the person holding the license willfully, or by reason of incompetence, repeatedly violates any statutes of the State or any ordinance or rule or regulation of the City relating to the installation, maintenance, alteration or repair of electric wiring, devices, appliances and equipment.
