(1) No part of the plumbing work or house drainage system shall be covered or concealed in any way until after it has been inspected by the City Manager. Notice must be given to the office of the City Manager when the work is sufficiently advanced for inspection. When the plumbing work is finished, a two-day notice must be given that the work is ready for final inspection.
(2) All plumbing and house drainage must be constructed according to the rules and regulations of the State Plumbing Code, and the regulations as follows:
(3) The arrangement of soil, waste and vent piping must be as direct as possible.
(4) All materials must be of good quality and free from defects. The work must be executed in a thorough and workmanlike manner.
(5) No trap or any manner of obstruction to the free flow of air through the whole course of the main house sewer or soil lines will be allowed.
(6) No brick, sheet metal, earthenware or chimney flue shall be used as a sewer ventilator or used to ventilate any trap, drain or soil or waste pipe.
(7) Before any soil pipe or soil pipe fittings are connected, they must be thoroughly coated inside and outside with coal tar pitch, applied hot, or some other equivalent substance. All cast-iron soil pipe must be sound, free from sand holes and other defects, and of uniform weight and thickness, not lighter than the commercial grade known as "extra heavy".
(8) All wrought-iron pipe must be sound and must be of what is known as "Standard Grade Galvanized Pipe", with corresponding fittings: cast-iron, malleable, black or galvanized, for vent lines, cast-iron recessed fittings, black or galvanized, for waste lines.
(9) All soil, waste and vent lines must be securely supported and fastened by hooks, hangers or pipe rests not more than ten feet apart.
(10) When lead pipe is used to connect fixtures with vertical soil and waste pipes, it shall not be lighter than what is known as "Light".
(11) There shall be no traps on vertical pipes or vertical waste lines.
(12) All soil, waste and vent piping shall be tested by the plumber in charge, and at his/her expense, in the presence of the City Manager. The roughing test shall be made with either the peppermint, smoke, water or air test, or by filling the system with water to the highest part of the stack, according to the direction of the City Manager. Pipe, joints, fittings or fixtures thus shown to be defective or wrongly placed must be corrected within five days and retested. None of the piping shall be covered or concealed from sight until it has been shown to stand the required test, and is satisfactory to the City Manager. After the plumbing is completed and the fixtures set in place and connected ready for use, a final test must be made by smoke, peppermint or air to a pressure of two ounces or equal to one inch water column.
(13) After the plumbing work has been tested as directed, no alterations shall be permitted, except upon written application of the owner or plumber in charge of the work. If any alterations or additions are made, the plumbing system shall be retested by the final test requirements.
(14) Every water closet, urinal, sink, basin, wash tray, bathtub or set of laundry trays must be separately and effectively trapped, except where a sink and laundry tray or double compartment sink join each other, in which case the waste pipe is not required to be separately trapped.
(15) No bell trap or any other trap depending for its seal on any easy removable part will be allowed. For other trap and cleanout connections refer to Section BB-51-20 et seq. of the Ohio State Plumbing Code.
(16) Downspout wastes shall not be connected to house sewers. Metallic conductors, roof leaders or downspout wastes, surface and ground water drains shall be connected with a sewer wherever possible, but shall not be connected to a house sewer which discharges into a sanitary sewer intended for the carriage of sewage only. If no storm sewer is available they may discharge through the street curb.

(17) It is an authorized use in the installation of drain, waste, vent and pipe fittings to use plastic materials for such installations as follows: polyvinyl chloride (PVC) U.S.D.C. CS 272-65 or an accepted equal.
