(a) No drainage system, plumbing system, water supply system or part thereof shall be installed, altered, removed, replaced or repaired without a permit from the City Manager, except for minor repairs, as defined in Section 1127.24 and which shall not require a permit, and except for all plumbing maintenance work done by the employees of any person, firm or corporation that has a full-time plumbing maintenance force.
(b) Any persons owning their own property are required to take out a permit to install, alter or replace their own work on their own premises. The work must be inspected and tested in accordance with the provisions of this Plumbing Code.
