If, after paying the examination fee and taking the examination, the Housing Renewal Commission is satisfied of the competency of the applicant, the Commission shall issue a certificate to him/her directed to the City, which certificate shall recite that the applicant has passed the examination of a master plumber or journeyman plumber, as the case may be. The City, upon receipt of the certificate, shall, upon the payment of the fee hereinafter prescribed into the General Fund, issue to the applicant a license in accordance with the certificate, authorizing him/her to follow and engage in the occupation or trade of a plumber in the City and in the capacity specified in the license.
