Electrical permit fees for the following classifications are established by separate ordinance.
(a) New installations.
(b) Additions to existing system.
(c) Service charge from existing system three-wire and from existing system four-wire.
(d) For each reinspection made necessary by incompetent, incomplete or negligent work, there shall be a penalty fee payable by the individual issued the original permit.
