1103.02 MINIMUM R VALUE.
   Every new residential structure or any addition to a residential structure shall have properly installed thermal insulation of a minimum "R" value as follows:
a. Ceilings

b. Walls
 
(1) Exterior frame walls

(2) Wall between habitable space and unheated garage or other unheated areas

(3) Exterior masonry walls of habitable areas

(4) Crawl space (when unheated)

(c) Floors over unheated areas

(i.e., basements, crawl spaces, garages and breezeways)
 
      (1)   A basement shall be considered unheated unless it is provided with a positive heat supply equivalent to at least 15% of the total calculated heat loss of the living unit or contains the heating unit and uninsulated ducts or piping.
      (2)   A crawl space shall be considered unheated unless it is provided with a positive heat supply equivalent to at least 10% of the total calculated heat loss of the living unit or contains the heating unit and uninsulated ducts or piping.
      (3)   A garage shall be considered unheated unless it is provided with a positive heat supply to maintain a minimum temperature of 50° F.
   (d)   Concrete slabs on grade or on fill above grade R-7. The total width or depth of insulation, along the perimeter shall be 24 inches and of a rigid water repellent type material or equivalent.
   (e)   Windows in heated areas shall be double glaze or single glaze with storm windows.
   (f)   The design temperature for habitable spaces shall be a minimum of 70° F., with an outside temperature of minus 10° F.
