No person shall offer or exchange for sale any article, thing, privilege or service, or do any hawking, peddling, begging or soliciting, or buy or offer to buy any article, thing, privilege or service; nor shall any person take up any collection, invite subscriptions, solicit or receive contributions of money or anything of value for gift or donation in any park, without written permission from the City Manager. No concession operations shall be allowed to vend or offer for sale any goods, foods, wares, merchandise, produce or supplies in any park without prior written authorization from the City Manager.
