(a) To enforce the provisions of this chapter, the City Manager or an authorized representative of the City is permitted to enter upon any property for the purposes of inspection, sampling and records examination and copying to determine compliance with the requirements of this chapter. Where the industry has security measures in force which require proper identification and clearance before entry, the industrial user shall make necessary arrangements so that the City or its representative will be permitted entry without delay.
(b) The City shall have the right to set up on the user's property necessary devices to conduct sampling, inspection, compliance monitoring, metering operations or all of these.
