Within forty-eight hours after completing a job, the plumber who has made the service connections shall make a full and accurate return to the Public Works Director of all the uses, both ordinary and special, to which the water is designed to be applied, giving therein the location of the premises, the name of the owner and the name of the occupant. Unless the location of the water service is given to the Public Works Director, or his/her authorized agent, within forty-eight hours after completion of the job, the water service will not be turned on.
