For its services rendered in the enforcement of this chapter with respect to the correction of violations, the owner(s) so affected shall pay to the Grounds Department or the Finance Director, the actual cost incurred by the Grounds Department for the use of each piece of equipment and the required labor necessary for abating the violation.
