903.01 PERMIT REQUIRED.

No person shall disturb or remove any portion of a City street, curb, gutter, sidewalk or area located between the sidewalk and the curb, or tunnel into a City street without first obtaining a permit to do so from the City Manager, except as otherwise provided in this chapter.
