549.11 BLASTING PERMIT.
   (a)   No person shall blast with dynamite, gunpowder or any other explosive compound within the Municipality unless he/she has first obtained a written permit from the City.
   (b)   Whoever violates this section is guilty of a minor misdemeanor.
