Nuisances shall include, but shall not be limited to, any one or more of the following acts or omissions, which shall be deemed to be and are hereby declared nuisances:
A. An act which shall unlawfully interfere with, obstruct or tend to obstruct or render dangerous for passage, a public park, parkway, sidewalk, street, alley, highway, or public right of way.
B. All diseased animals running at large.
C. To obstruct any gutter or watercourse so as to cause water to stagnate therein, or to permit foul or stagnant water to stand upon any premises.
D. Carcasses of animals, or any part thereof not buried or destroyed within twenty four (24) hours after death.
E. To cause, permit or suffer any garbage, trash, debris or offensive substance of any kind to be collected, deposited or remain in any place in the village other than as prescribed in the garbage, refuse and debris regulations contained in chapter 5 of this title.
F. All buildings, walls and other structures which have been damaged by fire, decay or otherwise to an extent exceeding one- half (1/2) their current market value or which are so situated as to endanger the safety of the public 1 .
G. All dangerous or unsanitary, unguarded, unprotected machinery or equipment in any public place, or situated or operated on private property.
H. All infestations of flies, fleas, roaches, lice, ticks, rats, mice, fly maggots, mosquito larvae, rodents, insects, bedbugs, vermin and pest birds.
I. To pollute or render unwholesome or impure the public water supply.
K. To construct or maintain any building or structure which is in an unsanitary, unsafe or dangerous condition, or to maintain or permit any building or part thereof to be or remain in an unsanitary condition by reason of the basement or cellar being damp or wet or the floor of such basement or cellar being covered with stagnant water, or by reason of the presence of sewer gas, or which by reason of any other unsanitary, unsafe or dangerous condition endangers the health or safety of any person.
L. To deposit any fecal material, dead animal or other filthy, offensive substance upon any lot, street, alley or other place.
M. To cause or permit the emission of dense smoke from any fire, chimney, engine, oil burner or any other agency in the village so as to cause annoyance or discomfort to the residents thereof.
N. The use of "barbed wire" for fencing or screening of any type in a residentially zoned district.
O. Barbecuing or cooking of any type on an outdoor balcony or indoor bathtub.
P. To establish, maintain or carry on any offensive or unwholesome business within the limits of the village.
Q. To spit or expectorate on any public sidewalk, street or other public place or floor or walk or any public vehicle or hall or other public building.
R. Inoperable or abandoned motor vehicles, whether on public or private property, not located within a garage, which shall be subject to the penalties set forth in title 11, chapter 10 of this code.
S. To operate and/or maintain a motor transport engine, truck engine, reefer and/or refrigeration unit, or to allow a motor transport engine, truck engine, reefer and/or refrigeration unit to be operated on one's property, between the hours of ten o'clock (10:00) P.M. and six thirty o'clock (6:30) A.M. in any place within the village in which the majority of the buildings within a radius of three hundred feet (300') are used exclusively for residential purposes.
T. To sandblast and/or spray paint a motor vehicle at any location in a residential district, other than a vehicle that is titled to a resident of said location, and other than inside an enclosure which is equipped with a filtered ventilation system and is in full compliance with the fire prevention code as adopted by reference pursuant to section 7-3-1 of this code.
U. To dump or place any domestic garbage, landscape waste or brush or garbage, trash or debris of any kind on any premises or property in the village without the consent of the owner of such premises or property and then only in accordance with established ordinances. Any person violating any provision of this subsection shall be fined not less than one thousand dollars ($1,000.00) nor more than five thousand dollars ($5,000.00) for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
