(A) Declaration of public policy. For the purpose of establishing and maintaining sound, stable and desirable development within the village, this Zoning Code and the Zoning Map shall not be amended except because of changed or changing conditions in a particular area or in the municipality generally, or to correct a manifest error in the Zoning Code, only as reasonably necessary to the promotion of the public health, safety or general welfare. In addition, this Zoning Code and all amendments thereto shall implement and conform to the Future Land Use and Major Thoroughfare Plans of the village as adopted and amended, including the objectives and policies of the plans. Where such amendments will also amend the Future Land Use Plan or the Major Thoroughfare Plan, or any of their objectives and policies, then the application for amendment shall so state the methods, terms and reasons for amending the plan.
(B) Applications for amendment shall conform to the declaration of public policy. Subject to limitations of the foregoing declaration of public policy, an amendment to this Zoning Code or the Zoning Map may be initiated by any person filing an application with the Planning Commission and the Village Council.
