The arrangement, character, and location of all arterial and collector thoroughfares or extensions thereof shall conform with the Major Thoroughfare Plan. Thoroughfares not contained in such plan shall conform to the recommendation of the Planning Commission and the Village Engineer based upon the design standards set forth in the Public Works Improvements Design Manual and §§ 152.057 through 152.067, inclusive. In addition, the final plat shall conform to the village Zoning Code.
