§ 75.23 INSPECTION; DECISION ON APPLICATION; APPEAL.
   (A)   The Chief of Police or a member of the Police Department or members of the Auxiliary Police shall inspect each bicycle presented to them for licensing and shall have the authority to refuse or approve the application for a license and license tags for any bicycle found by him or her to be in an unsafe mechanical condition.
   (B)   An appeal from the decision of the Chief of Police to the Mayor may be had by an applicant who is dissatisfied with the decision of the Chief of Police, within ten days from and after such decision.
