(A) All line extension contributions or deposits shall be kept in a separate account by the utility. All monies in this account are restricted solely for payment of the construction costs of new distribution lines as provided in this chapter, and for the making of appropriate refunds as may be necessary in order to comply with the terms and provisions specified in this chapter.
(B) If a system capacity connection charge is applicable, same shall be kept in a separate account by the Water Department to be used only for major water system improvements involving main water supply items such as wells, reservoirs, main pumping and treatment plants, booster pumps, stand pipe reservoirs, main water lines and similar items related to the main water supply system of the municipality.
