All water mains, service lines and appurtenances up to and including the shut-off valve located near the property line of applicant shall be owned, operated and maintained by the utility. The acceptance by the utility of applicant's request (on the utility's application fee for service or line extension) shall be considered as conveyance to the utility of all of the applicant's interest to the water main extension and related items.
