The utility shall, at the time of construction of the extension, require the installation at the property owner's expense of all taps and service lines needed to serve all existing original and future lots that can be directly connected to the extension. The cost involved shall be included as part of the foregoing main line extension costs and shall include the total cost of the corporation cock, the service line that extends from the main to curb box and the curb box and shut-off valve to be located near the property line.
