(A) Generally. At option of the utility, all or part of the extension may be installed by either the utility or applicant. If installed by the applicant, all work shall be done by a contractor who shall be approved by the utility and all work shall conform to the utility's standards and shall be subject to the following:
(1) If the applicant, by means of an approved contractor, installs any portion of the work specified, there shall be furnished to the utility all of the original paid bills, together with the applicant's sworn statement that all bills for labor, material and other proper charges have been paid in full; also suitable executed right-of-way easements shall be furnished to the utility.
(2) If the utility elects to install any portion of the work specified, the applicant shall pay a cash deposit to the utility that is sufficient to cover the utility's estimated cost of the work to be done. If the actual cost of the utility's work is lower than the deposit, any excess deposit shall be refunded to the applicant. Should any deposit deficiency exist, the applicant shall pay same to the utility before water service is established.
(3) The sum of the above costs shall be considered as the original extension cost as referred to hereinafter.
(B) Six-inch minimum water main size. The size, material and installation of all water mains and appurtenances shall conform to the utility's standards. The actual size (including material) of the water main to be installed shall be specified by the utility, taking into consideration the area to be served, probable future growth, fire protection service, and related matters. In no event shall the size of water main be less than six inches nominal inside diameter.
(C) Mains larger than normal size. In the event that the utility elects to install pipe that is larger than that which would normally be installed to serve the area involved, the utility shall pay the additional cost of the pipe material only that is in excess of the size which would otherwise be installed.
