§ 53.032 COST OF EXTENSIONS; PAYMENT.
   (A)   Generally. The cost of all extensions shall be paid by the consumers to be served or benefitting property owners. For extensions and service inside the corporate limits, the costs involved may be paid by means of connection charge fees or by means of special assessments. For service outside the corporate limits, the costs are to be paid in advance by the property owners and covered by written agreement as hereinafter provided and with provision for refunds so that all consumers served within the initial five-year period will ultimately have contributed equal amounts of money to receive service, taking into consideration the capacity requirements of each.
   (B)   Cost of all extensions to be paid by applicants. The total installed cost of all extensions shall be paid for by the original lot owner applicants who have requested the extension. The extension costs shall be determined by the utility and shall be the total installed cost of all pipe, the excavation and backfill, fittings, valves, other appurtenances, fire hydrants, labor, engineering, insurance, truck expenses plus all other costs that utility determines to be properly chargeable to the project. All applicants shall be the property owners of record for the lots or land involved.
