Any identified representative or employee of the Water Department shall at all reasonable hours have access to the premises of the consumer for the purpose of examining pipes, meters, connections and other appurtenances involving the utility's water supply and for the further purpose of examining, replacing, repairing or removing any meter, piping instrument or connection that is part of the utility's water system; also, to ascertain that all requirements as to the use of water service as set forth in § 53.009 are complied with.
