(A) These general rules and regulations of the village covers the supply of water service to water consumers of the village and are hereby adopted by the Village Administrator. The rules and regulations are applicable for the furnishing and utilization of water service supplied to village's consumers, located within and without the village's corporate limits.
(B) When used hereafter, the words “village,” “municipality,” “utility,” “Village Administrator” and “Water Department” shall also be considered to be the same as being the Water Department of the village and/or the Village Administrator, who is responsible under the laws of the state to manage same.
(C) As hereinafter used, the words “consumer,” “applicant” or “property owner” shall be construed to be any individual, firm, organization or corporation using village's water service and all of the general rules and regulations set forth herein are applicable to all water consumers of the village as well as to all employees of village's water system.
(D) These rules and regulations are supplementary and a part of village's water rate schedules and are intended to set forth rights and obligations of the village and its Water Department as well as those of the consumer or property owner with respect to the supply and use of water service together with other matters related to same.
(E) It shall be the responsibility of the Village Administrator and/or the Village Clerk-Treasurer to enforce these general rules and regulations, and where the words “village” or “utility” are hereafter used, it shall also be construed to mean the Village Administrator and/or the Village Clerk-Treasurer.
(F) The Village Clerk-Treasurer and Village Administrator are, to the extent necessary, hereby authorized to prepare such supplementary administrative rules, forms and specifications as may be necessary to properly enforce and carry out the intent of these general rules and regulations.
(G) Any additions or revisions to these general rules and regulations shall be made by means of amendments authorized by the Village Administrator.
