§ 31.083 RESPONSIBILITIES UPON EXPIRATION OF TERM OF OFFICE.
   (A)   Whenever the City Treasurer’s term of office expires, whether by resignation, removal from the city, removal from office or otherwise, the Treasurer shall at once deliver to his or her successor in office, or to such other person as may be specifically designated by resolution of Council, all moneys, property, books and effects of every description in his or her possession belonging to the city or pertaining to his or her office.
   (B)   He or she shall also, at once, account for and pay over to such successor or other person so designated all moneys that he or she is accountable for and owes to the city in his or her capacity as Treasurer.
   (C)   Any person who, having acted as Treasurer, on the expiration of his or her term of office, violates this section, shall be liable for all damage caused thereby, in addition to the penalty provided in § 10.99.
