§ 117.03 HOTEL AND MOTEL REGULATIONS.
   (A)   Sanitary requirements. No premises shall be operated as a motel, extended stay motel, hotel or extended stay hotel unless each lodging unit is equipped with adequate bathroom facilities. Such premises must be kept clean and sanitary at all times and all waste material must be removed therefrom at least once every 24 hours.
   (B)   Lighting. An area or premises of a motel, extended stay motel, hotel or extended stay hotel that is open to use by the public or by persons staying in such facility shall be kept adequately lighted at night, provided that such lights are so shaded or otherwise regulated as to prevent them from shining upon adjacent premises.
   (C)   Rates for Sleeping Accommodations. No motel, extended stay motel, hotel or extended stay hotel licensed under this chapter or required to be licensed under this chapter shall rent any sleeping accommodation for any period of fewer than 24 consecutive hours; or advertise any rate for a sleeping accommodation based on a rental period of fewer than 24 consecutive hours.
   (D)   Public disorder. A licensee shall be guilty of maintaining a public disorder when the licensee or any of the licensee's employees knowingly or negligently permit prostitution, pimping, gambling or the unlawful sale of narcotic or controlled substances to be conducted upon the premises or immediately adjacent to the premises by any person or persons renting a room or rooms from the licensee. However, no licensee shall be punished for maintaining a public disorder if the licensee notifies the police that he or she suspects that the aforementioned conduct is occurring on his or her premises and terminates the letting of the room or rooms immediately upon learning that the conduct is occurring upon or adjacent to his or her premises by the person or persons.
   (E)   Inspections. Before a license is issued to any applicant under this subchapter, the Fire Chief, Health Commissioner and Building Commissioner shall inspect or cause to be inspected and approve the premises of each motel, extended stay motel, hotel or extended stay hotel to ensure compliance with this subchapter and approve the facility for which the license is sought. The inspections shall cover all matters pertaining to the condition of the motel, extended stay motel, hotel or extended stay hotel, rooms and other occupied spaces with respect to light, heat, ventilation, general sanitation and life safety systems and escapes, and be sufficiently accurate and complete as to convince the officials or their duly authorized representatives that the premises comply in all respects with the provisions of this subchapter, and all other relevant city codes, ordinances, rules and regulations and the laws of the State of Illinois pertaining to such establishments. The inspections shall be conducted between the hours of 9:00 a.m. and 6:00 p.m.
   (F)   License suspension or revocation. In the event that an inspection conducted under § 117.39 finds any violation of this subchapter, or other relevant city code, ordinance, rule or regulation, the Mayor may, after a public hearing conducted at a regular meeting of the City Council, suspend or revoke any license issued under this subchapter. The operator of the motel or extended stay motel shall have an opportunity to be heard and the hearing shall not be held less than five days after notice of the time and place of the hearing, addressed to the operator at his or her last known place of business. The suspension or revocation of any license shall not release or discharge the operator from civil liability nor from prosecution of an offense.
   (G)   Display license. All licensees under this subchapter must prominently display a valid, current license or licenses required under this subchapter, posted in a conspicuous location readily visible and accessible to the public and city officials.
