§ 31.073 ACCOUNTS; WARRANTS.
   (A)   The City Treasurer, in addition to the duties prescribed by law, shall keep a true and accurate account showing all moneys paid into the city treasury, by whom paid and on what account received. He or she shall pay out all sums of money as may be ordered by the Mayor and Council, but only on warrants therefor signed by the Mayor and countersigned by the City Clerk.
   (B)   In all cases, the warrants shall state upon what particular fund they are drawn. Any bond or interest coupon issued by the city shall be considered as a warrant duly authorized for payment by the Treasurer.
