The City Administrator shall execute, on behalf of the City Council and at the direction of the Mayor, its administrative supervision and control of the affairs of the City in accordance with policy set by the City Council. This includes the supervision and coordination of all departments of the city, the assistance of the budget preparation and presentation, representation of the city in matters concerning the city, and recommendations to the Mayor for adoption of measures that concern the health, safety and welfare of the community of administrative service.
