§ 112.61 APPLICATION FOR CONTRACT.
   (A)   Any person desiring to perform towing work at police request shall, in addition to meeting the requirements of Chapter 110, submit an application for vehicle towing service list to the Business License Commissioner. This application shall include the name of the owner, his or her home and business address, his or her home and business phone; the name under which the person does or will trade; the location, size and security features of the storage lot on which towed vehicles will be stored; the location to which the public must come to claim stored vehicles; a statement of willingness to provide vehicle towing service on a continuous 24-hour a day basis each day of the year; a list of the towing equipment, its size and capacity; a complete listing of insurance policies, carriers and agents the owner would place into effect upon approval; a statement that the vehicle towing service owner will accept responsibility for any and all personal property left in towed and stored vehicles, along with a description of the place he or she would use to adequately protect the property left in towed or stored vehicles; and a description of the two-way mobile communications and base station to be used on each towing vehicle and at the office where calls are received.
   (B)   No vehicle towing service may be put on this list until the applicant has furnished all information requested by the Business License Commissioner or any other municipal official and until all other applicable provisions of these codified ordinances have been complied with.
   (C)   The fee to be paid to the city in order to be placed on the towing list is $500. The initial fee is due and payable upon approval of the application provided for in this subchapter. The renewal fee shall be paid on each anniversary date.
   (D)   Application forms shall be prepared and kept on file by the Business License Commissioner.
   (E)   The Chief of Police and the Business License Commissioner, shall determine the appropriate number of towing services to be placed on the towing list. Factors to consider in determining the appropriate number of towing services include:
      (1)   The number of tows performed on a regular basis;
      (2)   The level and quality of services provided to the public by the approved towing services; and
      (3)   Emergency needs for the city.
