(A) While operating or riding in the front seat of a private vehicle on official business for the city, or a municipal vehicle, all municipal employees shall use a safety belt restraining system in the manner prescribed by the manufacturer, in compliance with the Illinois Vehicle Code, ILCS Ch. 625, Act 5, § 12-603.1.
(B) This policy shall not apply to the following:
(1) Persons unable to use the safety belt system for medical or physical reasons, as evidenced by a physician’s statement;
(2) Persons occupying a seating position or a vehicle not equipped with a safety belt assembly;
(3) Persons operating a motor vehicle in reverse; or
(4) Persons operating a motor vehicle with a model year prior to 1965.
