§ 31.006 ACCESS TO RECORDS; REPORTS FROM OFFICERS.
   (A)   The Mayor or any member of Council shall, at any time, if desired, have free access to and the right to examine all books, papers, vouchers, warrants, entries or accounts of each and every officer.
   (B)   Upon a written resolution adopted by Council, the Mayor may demand from any officer a written report on any matter designated in the resolution which is within the scope of the duties of the officer, within the time set forth in the resolution, or within such further time as may be allowed by the Mayor.
