No person shall, within the city, cause or allow the transportation or acceptance of grease trap sludge for rendering, storage, treatment or disposal away from the site where the sludge was generated, unless the sludge is accompanied by a manifest as prescribed in § 110.086, and the transporter of the grease trap sludge has the appropriate licenses, as required by § 110.084.
