The public portion of the premises of all businesses and occupations licensed under this business regulation title shall be kept in a clean, orderly and sanitary condition. The Chief of Police, the Fire Chief and the Health Commissioner are authorized to make inspections to determine that the premises are maintained in accordance with this section. All licensees shall provide toilet and lavatory facilities for employees.
