(A) All annual licenses and permits shall terminate on December 31, where no provision to the contrary is made.
(B) The City Clerk shall mail to all licensees of the city a statement of the time of expiration of the license or permit held by the licensee, if it is an annual one, three weeks prior to the date of the expiration. However, failure to send out the notice, or the failure of the licensee to receive it, shall not excuse the licensee from a failure to obtain a new license or permit, or a renewal, nor shall it be a defense in an action for operation without a license or permit.
(C) If a business license is not renewed before January 1, a $50 late fee shall be added to such license or permit.
