§ 110.008 ISSUANCE OF LICENSES AND PERMITS TO PERSONS INDEBTED TO CITY.
   No license or permit shall be issued to any person who owes money to the city in the form of any unpaid assessment or who is in any other way indebted to the city, until the person discharges his or her indebtedness then due to the city.
