§ 91.040 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ADVANCE LIFE SUPPORT/MOBILE INTENSIVE CARE SERVICES. The initiation of treatment of acute life-threatening conditions under the direction of a physician authorized by law to practice medicine in the state or a person authorized by the laws of this state to act as a qualified registered professional nurse, by a person who has satisfactorily completed a course of training in emergency care approved, for purposes of the State Pre-Hospital Emergency Medical Services Act, by the State Department of Public Health and where authorized by the Project Medical Director, Approved Advanced Life Support System.
   BASIC LIFE SUPPORT SERVICES. The rendering of basic emergency care, including, but not limited to, airway management, cardiopulmonary resuscitation, control of bleeding and splinting of fractures.
   CERTIFIED PARAMEDIC. A paramedic who is certified by both the resource hospital and the Board of Fire and Police Commissioners.
   EMERGENCY. Any condition which, if not corrected, will cause death, permanent disability or deterioration of an individual’s condition.
   EMERGENCY MEDICAL TECHNICIAN-AMBULANCE (EMT-A). A person who has successfully completed a course of instruction in basic life support services, as required, and who is certified by the State Department of Public Health.
   EMERGENCY MEDICAL TECHNICIAN-PARAMEDIC (EMT-P). A person who has successfully completed a course of instruction in advanced life support/mobile intensive care services, approved by the State Department of Public Health, and who is certified by the department. An EMT-P is qualified by training and education to perform advanced life support/mobile intensive care services, including, but not limited to, mechanical resuscitation, fluid resuscitation and electrical and pharmacological resuscitation procedures, under the provisions of the State Pre-Hospital Emergency Medical Services Act.
   PRE-HOSPITAL EMERGENCY SERVICES. Emergency care initiated by an advanced life support/mobile intensive care system prior to arrival at a hospital and the continuation of such emergency services by advanced life support/mobile intensive care system personnel as may be necessary until the responsibility for the care of the patient is assumed by the medical personnel of a hospital emergency department or other facility within the hospital to which the patient is first delivered by the personnel.
   RESOURCE HOSPITAL. A hospital which is designated as such by the area-wide Hospital Emergency Services Committee, State Department of Public Health (Division of Emergency Medical Services and Highway Safety), has total responsibility for training of both hospital and field paramedic personnel, monitors all medical direction transmission within the network, nominates field personnel for state certification and recertification, assumes medical control at both hospital and field levels, maintains records and data pertaining to the program’s function, and ensures conformity with all local, state and federal rules, regulations and standards related to mobile intensive care operation.
