No person shall shoot off, fire or explode any firecrackers or fireworks of any kind in the city. However, the Mayor may license any responsible club, body or organization to have a fireworks display on the fourth of July and may provide in the license such provisions as he or she deems proper to prevent injury to persons or damage to property in connection with the fireworks display.
